Windows Server 2008 has a new feature called Starter GPOs. These provide a starting point for administrators to create policies on aspects of the system configuration that are typically necessary.

To use Starter GPOs, perform the following steps:

1.
Select Start button, Administrative Tools, Group Policy Management.

2.
Expand Forest, expand Domains, and expand the domain in which you want to form GPOs.

3.
Select the Starter GPOs container.

4.
Click the button Create Starter GPOs Folder if this is the first time you are using a Starter GPO.

5.
At this point, you can choose the Load Cabinet option to select CAB files that will include recommended settings to apply as policies. However, if you want to create your own Starter GPO, right-click in the Content dialog and choose New.

6.
Provide a name, add comments if you like, and click OK.

7.
To edit the Starter GPO, right-click it and choose Edit.

Notice that the only settings are user and computer configuration settings, and only for administrative templates.

One of the nice things about Starter GPOs is that you can export your settings as CAB files that can be distributed and imported so that policy settings that work for your organization (best practices, for example, or important management settings) can be shared and imported by others.

When you have Starter GPOs enabled, you can use them as a source for creating new GPOs.
